It may not be a recipe for disaster, but it has all the ingredients that near inevitably undermine legal certainty and marginalise parliamentary scrutiny. It is difficult to see how Number 10 can credibly avoid calls to give Parliament a meaningful say in approving the list of EU laws to be scrapped before they are.”
